It really depends on the personal taste of the 
collector.  Is the BG very detailed? And does
the fact that a particular cel has a BG make
that much of a difference to you?  (Because
you could easily add a color paper as BG as
well.)

Some collectors, including myself, place a higher
value on cels w/ BG from particular scenes.

I know I seem to be running in circles here o_0
but this is my best answer.

In general, cel collecting is very subjective b/c
the underlying anime may draw difference audiences.
And thus these anime fans-turned-collectors will
place different values on cels from various series.
