It's a situation of deal with it, or do without their cels. They can take a long time, and there's nothing that can be done about it.
Especially when dealing with Japanese cel dealers, you're often dealing on their terms. Mangaya for one, has their own agenda. True, they aren't a very respectable dealer, but people will even buy from the devil if it's to get a particular cel.
One thing I find is that Japanese cel dealers have trouble dealing with the large number of foreign customers that they can get. And if people complain or bother them too much, then they just take their page down or ask to have their links removed.
So we just have to sit around and wait....
