I meant to reply to this the first time it was posted, but I forgot! 

As far as the value of the cel goes, it depends on who you are trying to sell it to. 
Personally, unless the cel itself appealed to me, a creator's signature would mean nothing since
I didn't meet the person myself. Some other people I know, on the other hand, would kill for Naoko 
Takeuchi's signature. ^_^
