Because of the way cels are painted, corrections have to be 
made on the front of the cel (no way of getting paint _under_
what's already painted).  Most of them seem to be corrections
for mistakes, a couple seem to be stylistic changes done at
the last minute.  It's more common than one might think (which
is great...I've seen US TV animation with obvious cel errors 
that no one bothered to fix.)  I know that most of them were
not added by people just trying to sell them later, because
looking at the actual anime, you can see it is the way it is
in the scene.
