Those writen "book" on them are foreground.
I dunno if there is official terms but people use a lot
"laser copy" for a background that isn't painted. Even
if it is the original background. (Sometime, studio
will use them for special effect).

That's your cels. It's you who will see them everyday
if you frame them and hang them on your walls... So you
should do whatever you like most : If you prefer the cel
with a background, even if it's not the right one, keep
it that way. If you can't stand the background, store it
away...
