Personally, I felt the second OAV was alright, definately
better than the first OAV for sure.  Animation was smooth,
nice artwork, abundance of cheap OAV cels, etc.. 
But I feel the second OAV could have been better, it does 
give some closure but not that much.  I personally liked the
ending of the TV series better than the second OAV.  Don't 
get me wrong here, I'm a die-hard Fushigi Yuugi nut, but if
you think about it, the ending of the second OAV series and
the ending of the TV series all have the same outcome. And 
still in both the TV series and the OAVs you wonder what 
happened to the other Suzaku Seishi...well you find out 
later if you happen to listen to the "Sequencial stories" 
on the OAV soundtracks or find them on the internet.  But
for me to say I liked the TV series ending better is because
it seem more unexpected and touching than just the rushed 
second OAV ending.  
For the diehard Fushigi Yuugi fans you should definately
see it, because it does give some background into some 
characters lives before they met Miaka.
