He's Emperor Dall Narciss, and he's from the 
second TV series of El Hazard.  And let 
me tell you, as far as I'm concerned, the 
storyline with Dall and Gilda is the ONLY reason 
to watch that series... they didn't really do 
justice to the usual EH characters at all.

But if you're watching just for Dall and Gilda, 
it's not half-bad.  ^__^
