Unfortunately, I don't think there is any way to
reverse the damage that has already occurred.  The
only thing that I know of to do to stop any more
damage from happening is to remove the background
and any paint from it. 

I've only seen this personally happen to one cel,
the paint from the background eventually seeped
into the acrylic completely miscoloring it.
