Can someone please explain how Mandarake 
Zenbu Auction works? 

It states in their info:

*	You must enter both maximum price and 
lower price 
*	The lower price should be either higher or 
equal to the fixed price. 

I thought the winner was by lottery and NOT by 
price. Can someone clarify?
