Where do you want to live?  MD, VA, or in DC
proper?  If you want to live outside of the city,
good places to live are Silver Spring, Bethesda,
Rockville, and other areas that have metro stops.
 As for webspace, depending on how much traffic
you see, I can provide the space.  Really,
bandwidth/month is more important than disk space
now with webhosts!  email me and I can set you up,
and you can point shadow-light at my dns servers.
