People normally use Paypal. Seller ships the cels 
along with sending the buyer the tracking number. If 
the buyer gets no tracking number and no package, he 
gets his money back by opening a dispute. If the 
tracking number says the package arrived, the seller 
keeps the money no matter what. Both the buyer and 
seller are pretty much protected this way.
