I recommend SR Laboratories, or Vintage Ink and 
Paint. It's a really bad idea to try and pull a 
cel off of anything it's stuck to. I found that 
out the hard way when I tried to pull a very 
pricey Disney cel off of the mat board and 
restoration was twice the price of the cel. 

One thing about restoration, the turn around can 
be quite long.
