No, the Littles isn't really a Japanese cartoon. 
Most of it is done in the good ol' USA. The 
animation is usually sent over to Canada or 
France or the United Kingdom, kinda 
like "Totally Spies." The voices and soundtrack 
and post-production and scripts are done in 
America.
