...well, it looks like a drama CD, so it's 
totally possible that the character only appears 
in that drama (not unlike mysterious candidate 
number 13 on the Megami Kouhosei drama). However, 
if they were in the OAV, my guess would simply be 
someone working in the police force (perhaps the 
person who defined her sentence? It's been so 
long...).
