I've own this cel for a while now but I have 
absolutely no idea what it's for.  At first, I thought it 
was kind of a bank cel that go with another layer to 
put differnt cloth on her.  However, I also saw many 
other cels with the same action like this one but 
already with her costume.  Why then would they still 
need this cel? Can anyone help me out here?
