not commercially released, so I'd get the fansubs 
(what's wrong with fansubs? Honestly, I don't see 
why so many people seem to hate them...). 

But yes, both characters in that cel are female, 
because the blue-haired chick is shown having 
prominent breasts in another cel ^^;;
