Yes, cels from this anime are not very easy to 
come by due to the age of the film, and also 
because I don't think the studio released that 
many to the public.  Cels can vary in price 
depending on many things like:

-What character(s) are in the cel
-If the cel is from a memorable scene or not
-Quality of the image (close up or far away)
-condition of the cel (any fading or paint chips)
-If the original pencil drawing is included or not

These are just a few of the things collectors 
like myself would ask before purchasing or making 
an offer on a cel like this.
