I don't think I would try it with a background.  
When I do it with the cel and the sketch, the 
sketch gets a little wavey.  It's a temporary 
thing with the sketch and no harm is done.  With 
a painted background you might damage the paint 
or the unsticking process may not work at all 
because the paper stock is thick.
