No, it isn't a fan cel. I used to own a cel from 
this sequence, and the art is the same. The 
seller should scan the cel better though, it is a 
bit misconceiving. The cel image of Tamahome is 
on the far right of the cel, not in the middle. 
But they do state his position in the auction 
description.
