question for cel people please. A seller agreed 
to sell to you something at a right price. You 
was sending the money through the post and 
unfortunately the money doesn't reach him. So you 
was asking to the post to have a refund ( not 
sure but it's another story)  and contacting the 
seller to explain. Paypal is possible. First he 
didn't find your items and in fact forgot them ! 
Second he is asking to you more money because 
rate change during this time. Don't you find this 
completely crazy? Will you accept? does anyone 
have a similar story?
