I have found some cels described as color setting 
or color design cels.  I am fairly certain they 
are not regular production cels because of the 
subject matter (funny characatures of mecha from 
the show).  Could they be pre-production tests 
done by the animators to check on character 
design and colors?  What are the chances that 
they are fan-made?  I would like to bid on them 
but i don't want to over-bid if they are fan-made 
pieces.
