Ummm... no. :o)

Toilet paper and Kleenex aren't the most stable 
paper you could find. They'll shred, flake, and 
send tissue dust all over your cels. Regular 
notebook paper is bad, too, since it's acidic. 
It's not meant to last; it's meant to be written 
on and thrown away.

Someone mentioned putting a cut-up piece of cel 
bag between the two layers. Or you might find an 
overhead projector sheet of acetate, and stick 
that in between them.
