It doesn't automatically mean that the sketch is 
stuck. But people store them that way so that if 
it *does* become stuck over time, it sticks to 
the blank back of the paper, instead of right 
over the actualy pencil lines themselves.

So you'd have to ask on a case-by-case basis 
whether or not the sketch is stuck or unstuck. :o)
