The festival is a general festival for the area of 
western Ikebukuro (`fukuro comes from 
bukuro in a different reading of the Kanji) It is 
just a celebration of dance and song. There is 
no inherent deep meaning in most festivals 
besides a chance to have fun with the 
community. This is one of those.
