That depends on HOW BAD the crease or paint chip
is.    As for creases, if it is very noticeable or
if the paint is missing from the cel (as in you
can view it from the front and see a giant clear
spot), then the cel can be practically valueless.

If it is not really noticeable, then the value
will decrease according to its severity.
