(in my humble opinion) the Itoya books, the 11" x 
14" for standard and movie-sized cels, and the 
14"x17" for huge, oversized pan cels.

I pay about $10 for these from Charrette, but 
they are widely available from Charrette, Dick 
Blick, Nichibei Anime, and others.
