From what I've seen, this another term for 'fan 
made cel.'  I suppose they are used for the 
entertainment and/or profit of the creator.  As 
usual, value is determined by the individual and 
varies widely by taste, image quality and 
originality, and economy.

I suppose some could be used as original art to 
make a printed doujinshi book/comic.  However, I 
have yet to see a cel that I knew for a fact was.
