I have never heard of it, but I can imagine the 
bank asking you, "Why don't you just take it to 
the post office (bank)?"

 The post office here in Japan has the largest 
bank deposits in Japan, more savings accounts 
more than any other bank! It is the bank of 
choice for most Japanese.
