I have sometimes seen this done if the lines on 
the first layer are looking weak.  I've also seen 
this done if the bottom layer requires a 
correction layer.  However, in the correction 
layer case usually a small part of the top layer 
is painted too (the different part) unless the 
difference is all in the black lines (which I've 
only seen once or twice).
