Cels will stick to the black paper if you don't 
put a bag (one that doesn't stick) between the 
cel and the black paper.  If you remove the black 
paper, the cel probably will not stick to the 
sleeve, but no guarantees.  

I also suggest you put a cut side of a bag 
between the cel and the background if you can so 
that the cel does not stick to the background.
