I think your question is a bit too general.
Aside from the stanard "things are worth
different things to different people at different
times," all movies aren't equal and all TV series
aren't equal.
If the movie is popular, then the cels will most
likely be worth more than an average TV show. If
the movie is not popular, then the cels will most
likely be worth less. Because movies often have
higher quality animation and less cels available,
their prices are often higher. However, a
popular TV series might be higher priced than an
average movie. It's similar between movies
depending on art/popularity and between TV series.
I've seen it go either way for series that have
both television series and movies. Sometimes the
movie is higher priced because the art is nicer
or the movie was well liked. Sometimes it's
about evenly priced. Sometimes it's priced lower
because the movie doesn't have some of the
popular characters, wasn't as popular in plot,
had a different art style people didn't like, is
more available for whatever reason etc etc.
