I will join the others in stating that I dislike 
making offers but if you have a high value cel or 
one you bought over 18 months ago it may be a 
good idea as cel prices do move alot in a short 
period of time (up and down).

If you are pretty comfortable in naming a price. 
Best way is to put up a page and list prices.
