tools -> internet options -> security -> click 
on 'restricted sites'.  

check 'custom level' to make sure Java is 
disabled.  then click 'sites', and add 
www.cels.org and whatever other sites you'd like 
to block java for.  

(here's a big hint:  not only is javascript 
responsible for pop-ups, but it's also 
responsible for those anti-right-click scripts, 
annoying cursor tails, gratuitous mouseovers, 
etc.)
