I use HEIKO celbags, they're absolutely OKAY. 
Takashi sells them on eBay, I think it's 100 bags 
for $11. They fit standard- and slightly 
oversized cels and won't rip easily when you open 
them. They're quite robust and don't blow up your 
cel book with too much air inside.
