Hi!

I'm very new to this whole cel collecting thing 
and I was going through the Japanese sites.  And 
I stumbled upon this site.  I want to purchase 
one of the cels on this site:

But, I don't know if they accept bids 
internationally.  I can somewhat read through 
everything and fill out the application, but I 
have no idea if I can even bid.
