Psychic Force is a 2-part OVA based on the 
fighting game of the same name. (The game was 
made by Taito for the Playstation, with a later 
release, called Psychic Force 2012, made for the 
Dreamcast.) In the game, characters fight against 
each other with psychic powers. Burn's powers are 
all fire based. Wong's big thing is control of 
time, teleportation, etc.

Plot-wise, Wong co-founded a pro-psychiccer 
organization called NOA with Keith. Burn is 
Keith's friend from before NOA existed, and is 
trying to convince Keith that he doesn't need to 
be as militant to achieve equality for 
psychiccers. (The lead up to the game story is 
that psychiccers had been captured, killed, or 
experimented on by normal humans in hopes of 
being able to harness their psychic powers for - 
presumably - military use.)

Without my video, I can't confirm the Burn cel is 
an OP. (Although I think it is.) But I believe 
the Wong cel comes from a scene in the first OVA 
where Wong is introducing Keith on a propaganda 
telecast for psychiccers.
