They're post-production cels, created for 
digitally done shows as a collectible.  They 
aren't mass-produced repros since there's only 
one from each scene (going by Delta Anime's 
description...I'm guessing Madoka's will be the 
same), but they were never used in the show 
since they were made after the fact.  

Here's one of Kurz from Full Metal Panic I got 
from Delta, along with the computer-printed 
background it came with.  It came with a 
production sketch as well.
