I believe they are both non-production, but I
believe they are what their names describe. A
laser copy background is a xerox/laser copier-
created image of the original background while a
screen cap background is a printed copy made from
someone's capture from the image scene on screen,
and then maybe photoshopped to remove the
character. I would think a laser copy background
would have edges that don't appear on TV, as well
as detail behind the character. This is not to
be confused with a 'laser background' which may
refer to one that is production, but was printed
out originally instead of a painting being used.
Both copies seem to enhance sales of cels, simply
because they look better. I personally don't
think they are worth much more than what it takes
to create them, but to each his own.
