Usually an "article not for sale" means that it
was either a promotional item or a prize, and
thus wasn't ever available to the public for
purchase. Like my Psychic Force 2012 watches.
They were "articles not for sale" because they
were UFO catcher items intended to promote the
game -- they weren't sold in a store where you
could walk in and just buy one. (So the term
*doesn't* mean that the items aren't included in
the auction.)
As for possible damage to the cels, they sure do
look at *least* warped if not worse. The picture
isn't great, so it would be impossible to tell if
they'd suffered additional damage from neglect --
like line fading or chipped paint. You could
always leave Q&A for the seller to find out. . .
