He's Takashi from Blue Gender, picked him up 
off of animaxis right before they took off all 
the old cels (doh).  As far as I know, he only 
shows up in the first episode, or in 
flashbacks... but then again I haven't seen dvd's 
7 and 8, or the movie.  This is the first moment 
you can see him clearly (he just rode up to 
Yuji's workplace).  Though he's a very minor 
character, I love the design on him!  Check out 
that great hair!  Very very minimal line fading, 
and the background is nice and handpainted ^^.
