I think perhaps there is some confusion in 
terminology.  I think this cel can be 
considered ‘100% legitimate’ as it was officially 
produced by the creators of the anime.  It is not 
a fan cel.  It is not an unauthorized copy.

I had the opportunity to see these in person, 
they look gorgeous.  The cel is a limited 
edition.  Only five of that particular image were 
created.  It’s much larger than a standard sized 
cel.  It is hand-painted.  The quality is 
excellent.

I get the feeling that the seller might not be as 
well-informed with respect to cels and cel 
collecting as some of us on this board.  They 
might not know what kind of information is 
appropriate.  They appear to have earnestly tried 
to give as much as they knew.  Also, given what 
some of the other cels like these went for (the 
seller was rather fortunate with his), the BiN 
seems logical.
