I received a 2 layer cel today and apparently it 
was once forcibly separated.. theres chips 
missing on the top layer *siighhs, this was no 
cheap cel either* and these chips are stuck to 
the top of the lower layer.  Theres also some 
stray stuck paint in other places that can't be 
covered up, so I'd like to remove that too.  

Is there any way to safely remove chips like 
that from the front of a cel?

Also, what about fixing the missing paint spots 
(theyre small but theres many, like in the 
middle of the face, hair, etc).. I have acrylics 
I use for fan cels, should I try using dots of 
that on the back of the cel to cover up the 
holes?
