I can't make out the Japanese, but I've used
translation software a lot. Usually, a fan cel
will translate as something like "It is the
creation of the hand of ".
In this case, the software translation "You had
used for something, it is unclear, but..."
implies that they aren't sure what it was used
for as a hanken cel, and they are perhaps even
unsure whether it is a hanken cel or a production
cel, but they do seem to think that it was used
for some commercial purpose.
All the nonsense at the end of the machine
translation is, I think, a lame attempt by the
software to translate the names of the characters
in the cel.
