I have a little dilemma...

I sold a cel to a buyer overseas...unfortunately, 
the package has not arrived yet and it has been 
over a month. I'm wondering what I should do 
now...

I gave the buyer the option of insurance, and he 
didn't want it...the address was also unconfirmed 
by paypal. I'm going to go to the post office 
tomorrow, and see if there is a way to track the 
package, but I'm not very optimistic.

I really don't feel like I should have to give a 
refund because I did exactly what the buyer 
wanted...however, I do want to be fair.

Any suggestions?
