This is Rika Chan from Super Doll Licca Chan.
She is the princess to the doll kingdom, of 
which her grandmother was queen before a 
take over by evil forces.
Her mother married a man from earth that did not 
use the magic dolls so was inelligible to become
queen.
It had 2 seasons, and is a pretty fun show.
