Hmmmm, not really -- that's pretty high for
Quatre.  The A1 cel from that OP sequence sold in
the low hundreds last year on a US dealer site. 
(Somewhere between $300-$400, if memory serves
well.)  Wuffers is generally priced a bit lower,
Relena a bit higher.  You can certainly expect to
pay $1k or more, though, for a good Hiiro or Duo
OP.  Your guess is as good as mine on Trowa, since
I've never seen an OP cel of him for sale.  Nor
Treize, although there is a drop-dead-magnificent
Zechs on Anime Game for around $700 which has been
tempting me for many months now.

If you're looking for OP mecha, you can generally
expect to pay about $100-$300 depending on the
quality of the shot.
