There is a Mandarake in the Nakano Broadway that 
has cels.
Also a Comet in the same place.
And in the same building is a Anime World Star.
3 shops in the same place!!!
A lot of the K-Books stores have some cels for 
sale(in the cases)
Those are about all I know that are still there.
