For very valuable or treasured cels, you may want 
to get some acid-free "backing boards" to slip in 
behind the cels, so that it's impossible to flex 
the cel in the binder.  I use these backing 
boards for, maybe, 1/3 of my cels.

Be sure to stand the book up like a book on a 
shelf -- don't lay it flat.
