For Tokyo, go to the Nakano Broadway.
Its right off the Shinkansen and across the 
street.
At the end of the Galleria(I call it that) if a 
big 4 floor building that has Comet, Mandarake 
and Anime World Star.
Also, alot of the used goods stores haver some 
cels to.
