Unfortunately, Kinokuniya doesn't have cels.  :( 
They do, however, have a whoooooole lotta awesome
manga and other assorted cool stuff.

Same goes for Anime Kingdom, both in the
University district and in Bellevue -- lots of
great stuff and cool to browse, but nary a cel in
sight.

No, I'm afraid your only hope of finding cels here
in Seattle would be to bring your ninja gear and
break into ix's place.
